На 19.04.1990 г. е учредено Народно читалище „Зора“.
Pobeda village, Dolna Mitropolia municipality
The village of Pobeda is located 5 km from the municipal center of the city of Dolna Mitropolia and 15 km from the city of Pleven. The land of the village of Pobeda is located west of the river Vit.
In 1890, on the land of the former Tatar village "Demir-koi", the Pleven District Permanent Commission founded the Pleven District Model Homestead "Demir-koi". Decree No. 98 of Prince Ferdinand of 1893 allowed its renaming to Chiflik "Clementina". In 1895, the homestead became state-owned, under the direct authority of the Ministry of Trade and Agriculture. Since 1902, it has been the Pleven State Stud, and since 1912 - the Clementina State Livestock Plant. By order of the Ministry of Agriculture in 1947, it was renamed the "Georgi Dimitrov" Livestock Plant.
In connection with the construction of the "Iskar" dam, in the basin of which the villages of Gorni Pasarel, Shishmanovo and Kalkovo fall, a plan for resettlement was adopted, according to which 68 households from the village of Gorni Pasarel are accommodated in the State Agricultural Farm "Georgi Dimitrov". In the spring of 1954, 42 families arrived in the built settlement, and subsequently 11 families remained permanently. People settle in their new homes, in a new environment, but also among new neighbors.
In 1961, the settlement was recognized as a village with the name "Victory".
On 19.04.1990, the People's Community Center "Zora" was established.
